It is a fundamental requirement of EUDR, and it is essential to demonstrate in high-risk supply chains under the Lacey Act, the UK Timber Regulation and the Australian Illegal Logging Prohibition Regulation. 

But traceability itself is often misunderstood. It ranges from knowing who your direct suppliers are to proving, shipment by shipment, exactly where the material in a product originated. Most of the compliance risk businesses carry lies in the gap between knowing who your suppliers are and being able to prove exactly what they are supplying to you.

1. What Is Supply Chain Traceability?

Supply chain traceability is the ability to track a product back to its origin and forward through every stage it passes, from raw material to finished good. It is the ability to identify and trace the history, distribution, location and application of products, parts and materials, in order to ensure the reliability of legality and sustainability claims.

This sounds straightforward, but the term is often confused with two related, distinct concepts: supply chain mapping and supply chain transparency. Supply chain mapping is the process of identifying who your suppliers are and who supplies them, and is usually achieved through inquiry. Traceability goes further, tracking the movement of a specific batch or shipment through the supply chain, providing assurance rather than just a directory of names. Transparency is different again. It is the decision to disclose what you know to customers, regulators or the public. This distinction is important to understand. Regulations such as EUDR, the Lacey Act and the Australian Illegal Logging Prohibition Regulation all require some form of traceability, and a list of supplier names alone rarely satisfies that requirement. What regulators and certifiers are looking for is proof that a product can be tied back to a specific point of origin.

 

2. Why Traceability Has Become a Requirement for Multiple Regulations

Traceability used to just be a competitive advantage for businesses, but as countries refine their supply chain regulations, it is increasingly becoming a legal requirement. The regulatory pressure behind supply chain traceability is broader than any single law, sitting at the heart of supply chain due diligence obligations across multiple jurisdictions. None of these regulations exists in isolation. Each depends on the same underlying capability to trace a product back to a verifiable point of origin. Businesses that build that robust capability once, as part of a coherent due diligence programme rather than reactively for each new regulation, are the ones that stay ahead of the compliance curve rather than scrambling to catch up with it when the pressure is on.

 

3. The Verification Gap: Why Documentation Alone Isn’t Proof for Traceability

Documentation can only state what a supplier says happened, which does not necessarily divulge what actually happened. This exact distinction is where most of the compliance risk in supply chains is concentrated, and where, increasingly, scientific verification is stepping in as the solution. As a recent World Resources Institute report on forensic wood identification makes clear, documentation systems can only verify paperwork, not wood itself. Paperwork can be drafted or completed incorrectly.

On the other hand, forensic verification systems can add a layer that documentation cannot provide. Wood anatomy, the microscopic examination of cellular structure, identifies species quickly and cheaply, and DNA analysis goes further, identifying species precisely and, through population genetics, tracing a sample back to the specific forest area it came from. When used together, these tools have the ability to produce real and remarkable results. Forensic detection collaborations between laboratories and organisations like World Forest ID have successfully detected and intervened to halt the trade of sanctioned timber, closing the gap that documentation cannot reduce on its own. While documentation is a crucial element in the broader picture, it must be supported with verification to ensure credibility. 4. Supply Chain Traceability Challenges and Solutions

Ensuring robust and trustworthy supply chain traceability can be a challenge, particularly for long supply chains. Research on the barriers facing deforestation-free supply chains also indicates that smallholder farms, which can be the source of many chains, often lack the technology or resources required to generate the data that traceability systems need. This can also lead to the creation of gaps that are difficult for downstream efforts to close.

Progress depends on collaboration rather than any single company acting alone. There are four conditions that can make traceability achievable at scale. These are: 

  1. Alignment among supply chain stakeholders on shared definitions and data standards for traceability
  2. The creation of a supportive regulatory environment that creates pressure or demand for disclosure from stakeholders
  3. A method of broad-based collaboration between stakeholders to avoid duplicated effort
  4. The deliberate inclusion of smallholder farmers in processes, rather than excluding them for being hard to trace

While technology on its own has not solved traceability issues, it does make progress achievable where it once was not. For example, satellite and geospatial data are changing what is possible to verify remotely, which is bolstering on-the-ground verification and making traceability far more feasible than it was before. Technology can ultimately capture and move data faster and more consistently than paper-based systems can, extending the reach of verification.

Building supply chain traceability into a business is a process that typically runs through the following key stages: 

  1. Identifying which commodities are in scope and carry the greatest risk 
  2. Engaging with suppliers to acquire supply chain information 
  3. Identifying what flagged elements need closer scrutiny to ensure due diligence
  4. Resolving the risk by taking practical steps to reduce it as far as possible
  5. Securing proof that your business has carried out due diligence and that your supply chain traceability claims are legitimate
  6. Reviewing and sustaining your supply chain traceability programme over time

The EUDR is a regulation that requires businesses to prove that products placed on the EU market are both deforestation-free and legally produced. It applies to seven commodities: cattle, cocoa, coffee, palm oil, rubber, soy and wood, along with derived products. Before goods can enter the EU market, operators must lodge a due diligence statement supported by geolocation data showing the plot of land the commodity came from, confirming no deforestation occurred there after 31 December 2020. Large and medium operators must comply from 30 December 2026, with micro and small operators following from 30 June 2027.

The Lacey Act is a US conservation law, expanded in 2008 to cover plants and plant products, including timber and wood derivatives. It makes it illegal to trade, not just import, plant material that was harvested, transported or sold in violation of the law in its country of origin, and it requires importers to file a declaration at the point of entry. The standard businesses are judged against is called ‘due care’, which is defined as the degree of care a reasonably prudent person would exercise in the same circumstances. No certification scheme satisfies the due care requirement automatically.

The Australian Illegal Logging Prohibition Regulation was replaced by the Illegal Logging Prohibition Rules 2024. It mandates that Australian importers and processors conduct rigorous due diligence to ensure timber is not illegally harvested, requiring detailed documentation of origin and risk assessment.
